Active Projects
CCPA's current portfolio of active projects underscores its dynamic role as a catalyst for progress in Columbiana County. Through strategic initiatives spanning diverse sectors, CCPA actively shapes the county's economic landscape. Additionally, CCPA's engagement in community-centric endeavors ensures that our impact extends beyond business, contributing to the overall well-being and vibrancy of the local populace. As CCPA spearheads these active projects, it continues to play a pivotal role in propelling Columbiana County towards sustained growth and prosperity.
Expanded Potable Well Testing Program
The U.S. Environmental Protection Agency (EPA) awarded a $2 million grant to support expanded private well water testing throughout Columbiana County following the Norfolk Southern train derailment in East Palestine in 2023. This funding will allow residents using private wells, those not connected to municipal water systems, to have their water tested for potential contaminants. This is a 100% cost-share grant, meaning no local match is required from local governments or participants. The CCPA administers the grant, coordinating with the Columbiana County Health District, which conducts the actual sampling. The initiative ensures that residents across the county have access to long-term water quality testing and monitoring at no cost.

Maritime Assistance Program
The Ohio Department of Transportation (ODOT) Maritime Assistance Program (MAP) provides funding to eligible Ohio port authorities, defined by Ohio Revised Code 4582, for planning, design, acquisition and infrastructure projects that increase the efficiency or capacity of maritime cargo terminal operations. Ohio Revised Code Section 5501.91 defines program components and requirements prescribed by Ohio law to be administered by ODOT. Currently, CCPA is administering a project for Quality Liquid Feeds. This project involves the construction of a Molasses Storage Tank.

Community Development Block Grant
The Community Development Block Grant (CDBG), one of the longest-running programs of the U.S. Department of Housing and Urban Development, funds local community development activities with the stated goal of providing affordable housing, anti-poverty programs, and infrastructure development. Currently, CCPA is currently finalizing street and waterline improvement projects for the communities of Leetonia and Salineville. Under the current funding cycle, CCPA is administering projects with the communities of Lisbon, Salem and Wellsville. All three projects are street improvement projects.

Flexible Grant
The CCPA was awarded a flexible spending grant through the Ohio Department of Development. With this Flex Grant, the Columbiana County Board of Commissioners awarded the City of Salem with $250,000 for a renovation project on 145-165 South Broadway Avenue. The CCPA is responsible for administration and oversite of this project. The rehab project includes the following improvements: replacement of the buildings roof, addition of ADA accessible bathrooms, as well as electrical and waterline upgrades.
